Blackburn previously served in the U.S. House of Representatives, representing the 7th Congressional District from 2003 to 2019. She also represented District 23 of the Tennessee State Senate from 1999-2003.

Blackburn was born in Mississippi and graduated from Mississippi State University.

Blackburn graduated from Mississippi State University with a bachelor's in home economics. She owns Marketing Strategies, a promotion event management firm. She previously worked for the Southwestern Book company selling Bibles and educational books door-to-door. Prior to her election to the U.S. House, Blackburn served in the Tennessee State Senate.
