Dean is a former Democratic member of the Pennsylvania House of Representatives, representing District 153 from 2012 to 2018. Dean ran for re-election and advanced from the primary on May 15, 2018, but withdrew from the race prior to the general election scheduled for November 6, 2018.

During her time in the state legislature, Dean founded and served as co-chair of the PA SAFE Caucus, a group of legislators "dedicated to ending gun violence," according to Dean's personal website.

Dean earned her B.A. from La Salle University in 1981 and her J.D. from Widener University School of Law in 1984. Her professional experience includes working as a professor.
