McGovern (Democratic Party) is running for re-election to the U.S. House to represent Massachusetts' 2nd Congressional District. He declared candidacy for the 2024 election.

McGovern had previously represented the 3rd District but due to redistricting in 2012, he now represents the 2nd District.

As of the 116th Congress, McGovern was Chair of the House Committee on Rules, which he was originally appointed to in 2001.

Prior to his election to the House, McGovern worked as an aide to Rep. John Joseph Moakley (D-Mass.) from 1982 to 1996 and was appointed to lead the Moakley Commission Congressional Investigation into the murder of six Jesuit priests by the Salvadoran Army in 1989.

McGovern was born in Worcester, MA. He earned his B.A. and M.P.A. from American University in 1981 and 1984, respectively.

In 1990, McGovern was appointed to lead the Moakley Commission Congressional Investigation into the 1989 murder of six Jesuit priests, their housekeeper and her daughter in El Salvador by the Salvadoran Army. That commission's report ultimately led to a change in the U.S. foreign policy on aid to other countries.
